Drug production and precursor offenses are offenses of making illegal drugs and of supplying the chemicals needed to make them. Federal law in the United States makes it unlawful to knowingly or intentionally manufacture, distribute or dispense a controlled substance, or possess one with intent to do so, with penalties graded by the quantity involved. The International Narcotics Control Board notes that precursor trafficking often intersects with legitimate commerce and customs controls, so monitoring the procurement of and trade in the chemicals needed to manufacture and process drugs is a tool against it, and article 12 of the 1988 United Nations Convention asks states to prevent their diversion into illicit manufacture.
