Jeffrey Alan Fagan, born December 17, 1946, is an American criminologist who holds the Isidor and Seville Sulzbacher professorship at Columbia Law School and a professorship of epidemiology at Columbia's Mailman School of Public Health. His research on the New York City Police Department's stop and frisk practice, which found that roughly 95,000 stops he examined lacked the reasonable suspicion the law requires, was a major factor in Judge Shira Scheindlin's 2013 ruling that the program was unconstitutional. He has also published research on capital punishment, racial profiling, and police violence, including a 2016 study finding that police killings of Black people were more frequent in cities with greater racial polarization, and he has received the Academy of Criminal Justice Sciences' Bruce Smith Sr. Award.
