Ivan Fojnickij (1847-1913) was a leading theorist of criminal law in the late Russian Empire, born in Gomel. He was appointed senior public prosecutor in Saint Petersburg in 1877 and taught law at Saint Petersburg State University from 1881, where he chaired the Russian section of the International Union of Criminologists. Influenced by Franz von Liszt's criminal law philosophy, he was a constitutionalist reformer who pushed for the 1903 penal code revision and helped introduce suspended sentences and prison labor reform into Russian criminal justice, representing the liberal wing of imperial Russian legal scholarship.
