Intergovernmental organizations through which governments act together to prevent crime or to set the rules for fighting it, as distinct from the bodies through which police forces work with one another directly. The United Nations Office on Drugs and Crime assists member states against drugs, crime and terrorism, and the Financial Action Task Force sets international standards against money laundering and the financing of terrorism. An institution belongs here when states are its members and its work is to prevent crime or to set common standards, not to carry out arrests.
