Patrick Vincent Murphy, who was born in Brooklyn, New York in 1920 and died in 2011, was an American police official who led police departments in four cities, including serving as commissioner of the Detroit Police Department from 1969 to 1970 and as New York City Police Commissioner from 1970 to 1973, when Mayor John Lindsay brought him in to address the corruption exposed by whistleblowers Frank Serpico and David Durk. He became known nationally for restraining the use of deadly force by police officers despite opposition from entrenched departmental leadership, and he later taught at John Jay College of Criminal Justice and spent twelve years as president of the Police Foundation, where he helped produce influential research on the use of force and the efficient deployment of patrol resources. He also created the Police Executive Research Forum, an association of police executives from major American law enforcement agencies.
