Abdul-Wahhab Hawmad (1915-2002) was a Syrian lawyer, criminologist, academic and politician who trained in criminology and criminal justice at the University of Paris before entering government service. He held several ministerial posts in Syrian governments, including Minister of Education, Minister of Finance and Minister of State for Planning, and as education minister he launched the largest foreign scholarship program in Syrian history, sending some 300 students to American and European universities. A founding member of the People's Party in 1947, he later became a committed supporter of pan-Arab politics, serving in the United Arab Republic's Northern Region cabinet from 1958 to 1961 and founding the Nasserist United Arab Front after the union's dissolution.
