Heleno Claudio Fragoso (1926 to 1985) was a Brazilian professor of criminal law and criminology who defended political prisoners through Brazil's military dictatorship. He served as vice president of the International Association of Penal Law and of the International Commission of Jurists, taught at the University of the State of Rio de Janeiro, and wrote extensively on criminal law and human rights.
