Katharine Bement Davis

Katharine Bement Davis was an American Progressive Era social reformer, penologist and criminologist. In 1914 she became the first woman to head a major New York City agency when she was appointed Correction Commissioner. A former schoolteacher from upstate New York, she was among the nation's first women to earn a doctorate, receiving her PhD in economics from the University of Chicago in 1901, and her writing had a lasting effect on American penal reform in the late nineteenth and early twentieth centuries.
