Zebulon Brockway

Legal and Penal Reformers

American penologist who, as superintendent of the Elmira Reformatory in New York from 1876 to 1900, introduced indeterminate sentencing, inmate classification, and education and trade training aimed at rehabilitation rather than punishment, and is regarded as a founder of the American parole system. An 1894 state investigation also found that he used brutal corporal punishment and abusive discipline against inmates at the reformatory.
