Evelyn Ruggles-Brise

Sir Evelyn John Ruggles-Brise, who lived from 1857 to 1935, was a British prison administrator and reformer who served as chairman of the Prison Commission for England and Wales from 1896 to 1921. During his tenure he abolished harsh punishments including the treadwheel and the crank, and he founded the Borstal system, a distinct approach to reforming young offenders through structured training rather than ordinary imprisonment that took its name from the English village where the first such institution opened.
