Offenses that use or threaten serious violence to intimidate a population or compel a government or organization to act, for a political, religious, racial or ideological aim, together with the closely related offenses of unlawfully seizing a vehicle or vessel and the classical antecedent of piracy on the high seas, both of which share terrorism's core structure of hijacking control over people or property for a demand or a cause. This group gathers terrorism itself and its named forms and financing (bioterrorism, ecoterrorism, agroterrorism, nuclear terrorism, domestic terrorism, state-sponsored terrorism, lone wolf terrorism, terrorism financing, suicide attack, terroristic threat and bomb threat), state terrorism carried out by a government against its own or another population, hijacking, piracy and the classical Islamic law offense of hirabah, described by modern scholarship as the closest classical equivalent to terrorism. It excludes offenses against a state's own political authority with no terrorizing intent toward a population, such as ordinary treason or sedition, which belong under Treason, Sedition and Offenses Against the State.
