Illegal construction, also called illegal building or illegal housing, is construction work, or its result, carried out without a valid construction permit. It covers technical hazards from unsafe building practices, environmental violations such as construction inside protected nature reserves, and politically charged land grabbing and illegal settlement, and its causes range from urbanization and poverty to real estate speculation, with even nominally permitted construction sometimes resulting from bribery of officials. In some cases a settlement that was legal when built is later declared illegal retroactively to clear the way for new development. Has Offense Grade
Entity-backed identity for the offense-grade enum value this offense already carries, resolved to a crime concept by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The offense-grade fact itself stays on the offense unchanged.
