Lone Wolf Terrorism

Offenses Against Public Safety and State Security

Lone wolf terrorism, also called lone actor terrorism, is a form of terrorism committed by an individual who both plans and carries out the act alone. The precise definition varies, and some versions of the term also include attacks directed by a larger organization or a small cell. Other names for the phenomenon include lone operator terrorism, freelance terrorism, and individual terror cells, and it is related to, but distinct from, the concept of leaderless resistance. Has Offense Grade

Entity-backed identity for the offense-grade enum value this offense already carries, resolved to a crime concept by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The offense-grade fact itself stays on the offense unchanged.
