Democide is the intentional killing of an unarmed or disarmed person by government agents acting in their official capacity and pursuant to government policy or command. The term was coined by the political scientist and Holocaust historian R. J. Rummel in his book Death by Government to reach a broader range of government killing than the legal definition of genocide covers. Rummel's concept extends beyond killing that targets national, ethnic, racial or religious groups to include deaths from forced labor, concentration camps, extrajudicial killings and deliberate, government-caused famine, treating the perpetrator's status as a governing authority, rather than the identity of the victims, as the defining element.
