Ballot Stuffing

Ballot stuffing, also called ballot-box stuffing, is the illegal act of submitting multiple ballots in a vote where election rules permit only one ballot per person. It has taken forms ranging from physically inserting extra paper ballots into ballot boxes to exploiting flaws in electronic voting machines, such as a 2006 touchscreen model with a hidden service button that allowed repeated votes. Documented instances span more than a century, from an 1883 election in Queensland, Australia, that was overturned after stuffing allegations, to filmed episodes in Russia's 2018 and 2024 presidential elections and reports from Afghanistan's 2014 presidential election and Georgia's 2024 parliamentary election. Transparent ballot boxes, such as those used in Ukraine, are cited as one practical defense against officials pre-stuffing boxes before polls open.
