Weapons, Arms and Conflict-Resource Trafficking

Offenses involving the illegal possession, manufacture or trade of weapons, ammunition, explosives, and the resources, minerals and precious stones whose illicit trade finances armed conflict. This group gathers illegal firearm possession, straw purchasing and illegal arms manufacturing, criminal possession of a weapon and possession of an offensive weapon, explosives trafficking and weapons diversion from an authorized recipient to an unauthorized one, nuclear material trafficking, and the trafficking of conflict diamonds and conflict minerals whose proceeds have documented ties to armed groups. It excludes the use of a prohibited weapon in an actual armed conflict, which is a war crime belonging under War Crimes, Crimes Against Humanity and Atrocity Law, and is instead organized around the illegal supply chain, possession and trade in weapons and conflict resources rather than their use once deployed.
