Groping

Sexual and Injurious Acts Against the Person

The act of touching another person's intimate body parts, typically over their clothing, without their consent, most often documented as occurring in a crowded public setting such as public transit, a concert or a festival, where physical proximity allows an offender some measure of anonymity or deniability. Also termed frotteurism in clinical and some legal literature, particularly where the conduct is recurrent and associated with a diagnosable paraphilic disorder, groping is prosecuted in most jurisdictions as a form of sexual assault or sexual battery, though Japan and South Korea have documented and separately tracked chikan, the term used in Japan for groping on crowded public transit, as a sufficiently common and distinct problem that some Japanese rail operators have introduced women-only train cars during peak commuting hours as a preventive measure alongside criminal enforcement.

Has Offense Grade

Entity-backed identity for the offense-grade enum value this offense already carries, resolved to a crime concept by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The offense-grade fact itself stays on the offense unchanged.
