An ordinary offense such as assault or vandalism committed with an added element of bias against the victim because of a protected characteristic such as race, religion or sexual orientation. The term entered United States usage in 1985 through the Hate Crime Statistics Act, and victimization surveys in several countries record several times more bias-motivated incidents than are ever recorded by police.
