Puma Shen, born Shen Pao-yang in 1982, is a Taiwanese criminologist, lawyer and politician who built an academic career studying disinformation and foreign political interference before entering elected office. As a faculty member at National Taipei University's Institute of Criminology, he researched China's information warfare and cognitive operations directed at Taiwan and developed the China Index, a tool for measuring Beijing's political and economic influence over other countries and regions. He co-founded the civil society organizations Kuma Academy and Doublethink Lab to study disinformation, served on Taiwan's Ill-gotten Party Assets Settlement Committee, and was elected to the Legislative Yuan in 2024 as a member of the Democratic Progressive Party.
