Thomas Mott Osborne

Also Known As Tom Brown
Legal and Penal Reformers

Thomas Mott Osborne, who lived from 1859 to 1926, was an American penologist and social reformer whose brief but influential career reshaped early twentieth century American approaches to incarceration. As Warden of Sing Sing prison from 1914 to 1915, he introduced the Mutual Welfare League, a system of prisoner self-governance that drew support from both inmates and guards, and he later commanded the Portsmouth Naval Prison. Osborne was known for personally experiencing imprisonment under an assumed identity in order to understand prison conditions firsthand before advocating for reform.
