The miracle cars scam was an advance fee scam run from 1997 to 2002 by two Californians, James R. Nichols and Robert Gomez. Over the scheme's four year run, more than four thousand people paid for a total of seven thousand cars that did not exist, and the pair netted more than twenty one million dollars from their victims. Has Offense Grade

Entity-backed identity for the offense-grade enum value this offense already carries, resolved to a crime concept by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The offense-grade fact itself stays on the offense unchanged.
