Timeshare Fraud

Fraud, Deception and Corruption Offenses

Deceptive sales or resale practices that lure buyers, often elderly consumers, into purchasing or reselling timeshare vacation contracts under false promises of investment profit or guaranteed resale value. Documented schemes have involved salespeople earning commissions of up to forty percent per contract, pressuring victims into repeated purchases through fake contract-reselling protocols until their finances were exhausted, and criminal networks manipulating the resale process to extract money from purchasers. Cancellation waivers, in which a buyer forfeits the right to cancel in exchange for a discount, are not legally enforceable in Mexico or the United States, and regulators such as the United States Federal Trade Commission require a cooling-off period, of three days federally and ten days in Florida, though enforcement against fraudulent operators remains difficult; authorities in Vietnam pursued sweeping enforcement action against such schemes, with police in Hanoi and Ho Chi Minh City together charging several hundred people across dozens of companies.
