Illegal fishing and whaling are offenses of taking marine life outside the law. The Food and Agriculture Organization calls illegal, unreported and unregulated fishing one of the greatest threats to marine ecosystems, because it undermines national and regional efforts to manage fisheries sustainably and to conserve marine biodiversity. It takes advantage of corrupt administrations and weak management regimes, especially in developing countries lacking monitoring, control and surveillance, and it occurs on the high seas and in national waters. INTERPOL targets the criminal networks behind it, not individual artisanal fishermen, and has helped countries detain illegal fishing vessels and prosecute members of criminal groups.
