Compulsory sterilization is any government-mandated program to involuntarily sterilize a specific group of people, removing a person's capacity to reproduce by surgical or chemical means. Such programs have been justified on grounds including population control, eugenics, and limiting the spread of disease, and in their most extreme form have served a program of ethnic genocide, carried out both under explicit official policy and in practice without clear legal authorization. Under the Rome Statute of the International Criminal Court, enforced sterilization is recognized as one of the enumerated acts that can constitute both a war crime and a crime against humanity of sexual violence when committed as part of a widespread or systematic attack on a civilian population.
