The numbers game, also known as the numbers racket, is a form of illegal gambling or illegal lottery played mostly in poor and working class neighborhoods in the United States, in which a bettor attempts to pick three digits to match the numbers randomly drawn the next day. The game operated through bookmakers based in taverns, bars, barber shops and social clubs, with runners carrying money and betting slips between betting parlors and a central numbers bank. Policy shops offering the same kind of betting were already operating in the United States by 1860, and an 1875 New York State Assembly report described policy as the lowest and meanest form gambling takes in the city of New York. The game attracted organized crime involvement and generated substantial profits for racketeers despite being illegal throughout its history in most jurisdictions.
