Has Offense Grade

Connects an offense to the concept naming its grade of seriousness, such as an indictable offence, a summary offence, an infraction or a regulatory offence. The inverse reading, Offense Grade Of, names the same link from the grade toward each offense grouped under it. This relation gives the offense grade already recorded as an enum fact on each offense a durable entity identity; it does not replace that enum fact, which keeps classifying every offense exactly as before.
